Description

Network Exploitation Analyst evaluates target opportunities and strategizes activities against 
particular networks using all source data to understand and map target networks and assist in 
developing detailed exploitation and operations plans. The Network Exploitation Analyst has a solid 
understanding of logical/physical IP core infrastructure, communication devices and how they 
connect to networks, and the traffic movements in a network; has a working knowledge of the 
principles and methods utilized by Requirements and Targeting to identify, collect, analyze process 
and disseminate information in accordance
with established requirements and priorities; possesses an understanding of and experience in the 
SIGINT disciplines of collection, target development, and tasking; actively analyzes and manages 
collection of TAO projects, capabilities, policies and procedures; analyzes collection- related 
information to guide tasking, identify problems, and assist with collection management; and 
recognizes
essential elements of information to enable endpoint opportunities.

Minimum Requirements


LEVEL 1 QUALIFICATIONS:
•  At least 3 years’ experience with job description, NSA facility preferred.
•  Able to leverage TAO capabilities with assistance to enhance access and target development.
•  Able to task and retrieve TAO collected information with TOPI accessible tools to maintain 
target and Understands TAO capabilities.
•  Capable of running basic DNI and DNR queries to answer specific questions with existing Agency 
tools.Can task own selectors
•  Understands SIGINT collection.
•  Capable of basic target discovery and collection triage.
•  Able to evaluate leads for tasking and able to use appropriate tasking authorities.

LEVEL 2 QUALIFICATIONS:
•  At least 8 years’ experience related to job description, NSA facility preferred.
•  At least 2 years within the last 5 years of experience. Able to independently leverage TAO capabilities to
enhance access and target development.
•  Able to task and retrieve TAO collected information with TOPI accessible tools to maintain 
target and identify new collection opportunities.
•  Able to independently task across all authorities, maintaining compliance, without releaser, 
oversight officer or legal rejection/modification.
•  Capable of building analytics for more complex discovery and analysis tasks.
•  Understands multiple communications protocols and can analyze technical data from collected 
information for new collection opportunities.
•  Able to evaluate leads for tasking and able to use appropriate tasking authorities and assist in 
the creation of TAO plans.
•  Able to write justifications for TAO prioritization.

LEVEL 3 QUALIFICATIONS:
•  At least 12 years’ experience related to job description, NSA facility preferred.
•  At least 2 years of related experience needs to be within the last 5 years.
•  The candidate must meet the additional qualification levels for a Skill Level 1 of at least one 
of the following LCATs: TDNA, SGA or TAR.
•  Able to independently leverage TAO capabilities to enhance access and target development.
•  Able to task and retrieve TAO collected information with TOPI accessible tools to maintain 
target and identify new collection opportunities and runs complex queries using a variety of 
different tools.
•  Can provide guidance to others on how to run better queries or use different tools or task 
selectors so as to take advantage of all available collection opportunities.
•  Takes advantage of new collection resources and takes initiative to review scripts/traffic from 
other streams of collection to look for leads or complimenting data to enhance overall story.
•  Performs call chaining, works with language analysts to analyze importance of selectors and tie 
them to targets of interest. Able to write and collaborate with all echelons of TAO planning and able to write justifications 
for TAO prioritization
•  Mentors junior analysts.

LEVEL 4 QUALIFICATIONS:
•  At least 20 years’ experience related to job description and NSA facilities.
•  At least 12 years demonstrated experience specific to Network Exploitation, NSA facility 
preferred.
•  At least 2 of the years of experience must have been within the last 5 years.
•  The candidate must meet the additional qualifications for a Skill Level 2 of at least one of the 
following LCATs: TDNA, SGA or TAR.
•  Able to independently leverage TAO capabilities to enhance access and target development.
•  Able to task and retrieve TAO collected information with TOPI accessible tools to maintain 
target and identify new collection opportunities.
•  Runs complex queries using a variety of different tools and can provide guidance to others on 
how to run better

queries or use different tools or task selectors so as to take advantage of all available 
collection opportunities.
•  Takes advantage of new collection resources and takes initiative to review scripts/traffic from 
other streams of collection to look for leads or complimenting data to enhance overall story.
