Subcontracts Program Manager





The Subcontracts Program Manager (PM) will be responsible for the oversight, development, and growth of Mission Essential subcontracts.  The PM will work closely with customers, contract leadership teams, and functional departments across the Mission Essential enterprise to facilitate contract support and coordinate program initiatives. The PM will be accountable for all aspects of each subcontract and the management of day-to-day execution of operational activities to include meeting contractual requirements, personnel management, and financial management and growth. The individual will develop, maintain, and approve contract processes and procedures to maximize our responsiveness and efficiencies. This individual will support new business capture / proposal efforts. Candidate should be customer focused with great attention to detail and have the capacity to manage several tasks across multiple customers and contract. This individual shall be involved with and understand the enterprise strategy in order to identify new areas for growth while continuing to expand Mission Essentials footprint on current subcontracts. 


  • Manage and oversee the day-to-day activities of multiple subcontracts with a focus on maximizing customer satisfaction, responsiveness, and financial and capability growth
  • Develop relationships with each of our prime contractors so that we are proactively moving toward increases in staffing demands and any negative impacts are mitigated through discussion
  • Track, monitor, and follow the progress of projects, actions items, and strategies for each contract / program
  • Establish program specific goals and metrics that enable financial forecasting and identify subcontract performance
  • Partner with finance and PCAs to monitor subcontract performance, provide regular feedback, and manage the correction of any deficiencies
  • Work with Enterprise Shared Services (ESS) teams in developing short-term and long-term recruiting and business strategies that lead to growth
  • Support new business activities and proposal efforts to include sole source / single source justifications and white papers
  • Willingness to travel in support of growth and operational needs
  • Employee must have a strong understanding of organizational policies, procedures, and issues; and the organization’s growth priorities
  • Perform other duties as assigned

Minimum Requirements

  • Bachelor’s degree or equivalent in Business Administration or related field
  • Six to Ten (6-10) years of related work experience 
  • Program management experience 
  • Active Secret clearance required (and ability to obtain TS/SCI)
  • Demonstrated ability to interact with both internal and external stakeholders at the highest levels
  • Proven ability to work in a team environment with a “roll up your sleeves” attitude
  • Must be able to function effectively in a fast paced, multitasking work environment
  • Proven analytical and creative problem solving capabilities
  • Demonstrated excellent decision-making skills, sound judgment, integrity, and strong leadership qualities 
  • Must be detail-oriented and organized with strong time management and prioritization skills 
  • Must be able to generate trust and respect from staff and external constituencies
  • Must be able to work flexible hours (week nights/weekends) to meet customer demands as needed

Desired Requirements

  • Military service preferred
  • Advanced degree preferred
  • Subcontract management experience preferred
  • PMP certification preferred
  • Experience managing professional services contracts preferred with strong understanding of program financial and performance metrics 
  • Experience working in and managing personnel in a deployed environment with sound understanding of operating constraints and host nation requirements 
  • Ability to identify and understand customer requirements / challenges and able to clearly and precisely present solutions 
  • Working knowledge of human resources, contracts, quality assurance, risk management practices 
  • Excellent written and oral communication skills, organizational, interpersonal skills, and negotiation capabilities
  • Knowledge of the business development life cycle from opportunity creation/identification through teammate negotiations, and operations
  • Ability to work in fast paced environment and manage multiple priorities
  • Strong proficiency in Microsoft Office, including Word, Excel, and PowerPoint
  • Working knowledge of various contract types
