The Senior Program Manager (SPM) for DLITE II oversees all functions associated with the business administration, safety, health and welfare, and overall management of all OCONUS-based Language programs assigned (IDIQ, TOs/DOs and single-award contracts). The SPM manages and directs all facets of Mission Essential’s contracts and task/delivery orders, both as a Prime and as a Subcontractor. In coordination with Project Control, the SPM will develop and maintain expenditure plans that include level of effort projections, as well as depletion dates for current funding; identify “at risk funding”; analyze immediate and long-term profitability both at the delivery order, as well as the contract level; assist Task Order Project Managers and supporting staff in the execution of Task Order management, and review/approve monthly Contract Data Requirements List  and other deliverables for submission to the Government. The SPM ensures the production and delivery of all financial reporting and invoices.

The SPM is responsible for managing the Program Management Office (PMO) team, to include the Accountability team and Project Analysts. Duties include leadership and oversight of PMO team, as well as supporting operational and administrative needs as defined by the Business Unit Managers. Specific responsibilities include monitoring, executing, and directing the day-to-day operational functions and initiatives as tasked, overseeing teammate support activities, accountability, and reporting requirements.  The SPM works cross-functionally to predict, resolve, or elevate issues that affect the overall operations of current contracts and is responsible for building and maintaining positive relationships within and across the spectrum of Mission Essential staff, both CONUS and OCONUS, and Mission Essential teammates to ensure that the Language Program is able to successfully execute all requirements. 

Additionally, the SPM is charged with promoting and encouraging the growth and development of the members of the Language Program team.

  • Leadership and oversight of the DLITE II team supporting language services
  • Development of the PMO in conjunction with the Business Unit
  • Facilitate and oversee preparation and deliverance of all CDRL requirements across enterprise contracts
  • Prepare Operations Active Work briefs, presentations, white papers and other ad hoc reports
  • Support all processing operations and candidate on-boarding
  • Support Language Operations, teammates, and in-country personnel as needed
  • Plan/coordinate operational activities, execution, objectives, and issue management
  • Develop and disseminate policies and procedures as necessary
  • Identify risks and solutions/mitigations regarding active operations/execution issues
  • Finance, revenue, pricing, and invoicing coordination
  • Ensure fiscal accountability
  • Manage Program to standards of the Contract deliverables and Performance Requirements Summary 
  • Manage subcontractor team and monitor and control subcontractor and vendor performance against program deliverables 
  • Work directly with Government, TOPMs, Site Leads, functional and technical staff
  • Analyze the effectiveness of the project organization and makes changes when needed
  • Ensure appropriate management, customer, and subcontractor involvement throughout the life of the program
  • Work closely with OCONUS and CONUS project team to accomplish department and program goals and objectives
  • Lead, mentor and develop Junior Program Managers and PMO staff in their professional growth
  • Directly responsible for the development and maintenance of a professional and value based culture within the organization
  • Responsible for optimization and efficiencies of the programs and task orders
  • Develop, maintain and approve Program processes and procedures
  • Travel TDY to various OCONUS locations
  • Participate in business development and proposal development 
  • Contribute to the development of program and project management plans
  • Assume lead role in contract start up, transition and close out
  • Perform other duties as assigned 

Minimum Requirements

  • Bachelor’s degree in business related field
  • Certified Project Management Professional (PMP®) or other professional project/program management certification (e.g., DAWIA Level I)
  • TS/SCI clearance 
  • Eight (8) years of management experience, including 5 years of supervisory experience 
  • Eight to ten (8-10) years of project and or program management experience with strong understanding of executing projects in contingency environments 
  • Must have the ability to communicate effectively with senior organizational leadership, military officials, managers and subordinates both up and down the chain of command
  • Five or more (5+) years working in the language industry or managing professional services contracts 
  • Experience managing large geographically dispersed personnel in an OCONUS contingency environment 
  • Strong understanding of program financial and performance metrics 
  • Strong knowledge of human resources, contracts, quality assurance, risk management 
  • Leader, mentor, team player, and organizer
  • Excellent decision making ability and sound judgment.
  • Excellent computer skills – Microsoft Office applications
  • Exceptional written and oral communication skills 
  • Understanding of military customs, courtesies, and procedures

Desired Requirements

  • Strong understanding of operating constraints and host nation requirements of various locations in the CENTCOM and AFRICOM AOR
  • Eight or more (8+) years of United States Military experience
  • Six or more (6+) years of Linguist operational experience
  • Master’s degree or higher
