Description

Human Resources Manager for the DLITE Task Order.  This person will be the HR lead in-country, covering Afghanistan/Middle Eastern area of operation.

Assist in planning and conducting new employee orientation for staff to foster positive attitude toward project goals.
Manage the day to day operations within HR.
Provide QA/QC relating to all HR transactions.
Responsible for creating and maintain tracking and trending reports.
Keep records of personnel transactions such as local hires, promotions, transfers, performance reviews, and terminations, and employee statistics for government reporting.
Help coordinate management all required theater training.
Advise management in appropriate resolution of employee relations issues. 
Conduct employee mentoring and performance counseling as required.
Respond to inquiries regarding policies, procedures, and programs. 
Assist in administering performance review program to ensure effectiveness, compliance, and equity within organization. 
Investigate accidents and prepares reports for headquarters. 
Prepare employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations. 
Assist in theater DBA reporting process.
Provide guidance and support to the theater HR Specialists.
Develop and implement HR processes and procedures.
Serve as liaison between TheaterHR and CONUS HR. 
Perform other duties as assigned.

Minimum Requirements

Bachelor’s degree in Human Resources or related field and 5-7 years related experience or an equivalent combination of education and experience.
Demonstrated knowledge of HR policies and procedures, as well as Federal and State employment laws (EEO, ADA, FMLA, etc.).
Ability to gain and maintain a security clearance if applicable.
Strong attention to detail.
Excellent computer skills.

Prior military experience strongly preferred.
A thorough knowledge of cultural, economic, geopolitical, and military issues of the Middle East is ideal. Ideal candidates will have previous operational experience working with linguists in support of Government operations (Contractor/Military Afghanistan theater experience preferred).
